Rehabilitation and expansion of 220 kV transmission lines in the Southern Tajikistan network, to facilitate the export of power to Afghanistan in order to strengthen regional cooperation, increase the export potential in Southern Tajikistan and deliver economic benefits to Afghanistan by backing out expensive diesel generation in Kabul.

  • Participated as financial specialist for fact-finding missions to Tajikistan and Afghanistan.
  • Assisted the team leader in writing the financial sections of various reports and documents required for loan processing.
  • Conducted the financial analysis of the proposed project including developing the required financial model and drafting the project financial analysis report.
  • Assisted in developing project cost estimate and financing plan for the project.
  • Reviewed and updated the historical financial performance and financial projections models developed by the Tajikistan power company, Barki Tajik (BT), and drafted the project financial analysis report.
  • Reviewed compliance with previous loan financial covenants and recommended appropriate financial covenant ratios to be proposed for Barki Tajik.
  • Reviewed the requirements for institutional strengthening and capacity building requirements of Barki Tajik and its subsidiaries.
  • Reviewed the current and future tariff policy of the government and recommended appropriate tariffs to achieve full cost recovery and long term financial sustainability.
