Assessment of private sector participation projects and opportunities in the water supply, wastewater and solid waste management systems in Cambodia and Vietnam. The study focused on six of the largest cities in Vietnam and Cambodia, comprising Hanoi, Ho Chi Minh City, Danang, Hue, Phnom Penh and Siem Reap.

- Assessed the overall situation and infrastructure needs of the water supply, waste water and solid waste management systems in the six cities, based on available documents and meetings with national and key local government officials and potential private sector investors and operators in the two countries.
- Assessed the legal, institutional and policy framework which could influence private sector participation in the two countries.
- Estimated the potential scope for private sector participation in each city, the perception of national and local authorities and the potential value added from the private sector.
- Analysed the main institutional, policy, legal and financial constraints for PPPs and private sector participation and the perception of the private sector.
- Reviewed past and current projects with private sector participation and PPPs and reported on ‘lessons learnt’.
- Provided a list of recommendations on the preferred PPP modalities for private sector participation including management contracts, lease, concessions, Build Operate and Transfer (BOT) schemes and fully owned private systems.
- Identified a list of potential PPP projects in the water, waste water and solid waste management in the six cities, and ring-fenced their scope in order to potentially attract private sector participation.
- Prepared a final report together with brief concept papers for each potential PPP project and made a presentation of our findings to the ADB HQ in Manila.
