Setting up of a Project Development Facility Company (ATRIUM PDFCO) to assist governments to develop “bankable” demonstrational PPP projects in water supply, sanitation, and wastewater treatment. The project’s purpose was to promote private sector participation in urban water supply, sanitation, and waste-water management in the PRC and thereby increase the amount of private capital invested in the urban water sector. TMP’s involvement ensured the project development company was structured to ensure long term financial sustainability.

Services provided by TMP

  • Developed a business plan for setting up and operating the ATRIUM Project Development Facility Company (ATRIUM PDFCO).
  • Prepared a 5-year financial projections Excel model for the ATRIUM PDFCO consistent with the business plan.
  • Established necessary guidelines (budgeting, funds flow, and quarterly reporting arrangements) for effective financial management of the company, consistent with accepted international best practices.
  • Conducted preliminary financial due diligence on a sample of 2-3 pilot projects.
  • Prepared project selection criteria for shortlisting projects.
  • Structured the project success fee for each project to ensure long-term financial sustainability of the project facility development company.
