Exploration of possible public and private financing options and public private partnership (PPP) arrangements for urban transport investments identified in Surakarta, Palembang and Yogyakarta. Undertaking of fundamental groundwork towards ensuring financing and obtaining appropriate guarantees for the investments. TMP submitted a comprehensive report on the PPP arrangements and financing options for the transport investments, which will help to progress some of the projects to successful completion.

Services provided by TMP

  • Identified and recommended feasible financing options, including options for public and private financing and PPP structures, for urban transport investments in Palembang, Surakarta and Yogyakarta.
  • Evaluated the required guarantees for the various funding options and how they would be utilised to enable private sector participation and liaised with guarantee providers and public and private financiers (including GOI’s Infrastructure Guarantee Fund) on conditions required for obtaining guarantees and financing.
  • Consulted with local governments and potential private sector participants, and other stakeholders, regarding the legal, regulatory, fiscal and other requirements for the establishment of special purpose vehicles (SPVs) under a PPP arrangement.
  •  Advised potential SPV participants on the nature of their participation, mandate, and operating arrangements and developed the institutional arrangements/framework for the SPVs and their structure.
