TMP Consulting provided specialist financial consultancy advice for urban transportation projects in 3 cities in Indonesia during October 2012 – January 2013. The objectives of this consultancy are to further explore the possible Public and Private financing options for urban transport investments identified through Pre-Feasibility Studies in Palembang, Surakarta and Yogyakarta and to work towards ensuring a guarantee for investments. The client, Cities Development Initiative of Asia (CDIA), is a regional initiative established in 2007 by the Asian Development Bank and the Government of Germany. In each of the 3 cities options for PPPs and possibilities to run (international) public financing through a Special Purpose Vehicle (SPV) were identified.
TMP Consulting was mandated to:
- Identify/recommend feasible financing options for the urban transport investments identified in the 3 cities, including options for Public and Private Financing, and identify and evaluate the required guarantees for the various funding options;
- Liaise with relevant guarantee providers and financiers on conditions required to obtain guarantee and finance for the urban transport investments that were identified;
- Consult the local governments of Palembang, Surakarta and Yogyakarta and relevant stakeholders with respect to the legal, regulatory, fiscal and any other requirements for setting up SPVs for urban transport investments and obtaining the guarantee and finance identified; and
- Consult with the local governments of Palembang, Surakarta and Yogyakarta and possible private sector parties on their participation/shareholding in the proposed SPVs.
